{Activate User Cards}
Activates the users cards if the value in data from the Source field matches the value in the Parameter column.
{Exclusive Activate}
1) Activates the identified card. Any other cards assigned to the card holder will be deactivated.
{Activate Newest Card (Bitwise)}
Activates the most recent card for user (based on Start Date) if the value from the Source field compared to the value in the Parameter column is greater than zero.
2) More than likely the (uSNChanged>={LastUSN}) was not incremented in AD.
